I ran into this same issue. I winxows tried to upgrade test pc’s before I got an actual error. I don’t recall the exact wording of the error message, but the gist of it was that my Antivirus engine was out of date.
Not the Definitions, but my AV vendor had an updated version of the software available. Once I was on the latest version, the update applied without issue. I recommend uninstalling AV to see if the upgrade works with no AV.
